Yes, with poor results.  I've always used a fluoride cat in my chrome baths, but if you can avoid using a fluoride catalyst, the titanium shoud stand up fairly well.  I've had great luck with the exotic anodes, like platinum or platinized Ti, perhaps iridium/iridium coated Ti?  Lead or Tin/lead or antimony/lead anodes can be used, too, but be careful that they do not start to bend and short out.

I have found that a lead/tin alloy is the best for plating ID's of cylider bores. I have used plain steel in a pinch, but using straight steel creates a complete list of other issues and is not recommended.
